OCLC News - OCLC Board of Trustees convenes Council to study and develop new WorldCat Record Use Policy
The OCLC Board of Trustees has convened a Record Use Policy Council, which will draw upon the fundamental values of the OCLC cooperative and engage with the global library community to develop the next generation of the WorldCat Record Use Policy. The intent is to recommend to the OCLC Board of Trustees a new policy that is aligned with the present and future information landscape. The new policy will replace the Guidelines for Use and Transfer of OCLC Derived Records that was developed in 1987.
The formation of this council was one of the recommendations contained in the final report of the OCLC Review Board on the Principles of Shared Data Creation and Stewardship formed in January 2009 to represent the membership and inform OCLC on best practices for sharing library data.
The Policy Council is also charged with carrying out the other recommendations contained in the final report, including development of a policy to enable expanding the role and value of WorldCat in the broad information ecosystem.
The members of the OCLC Record Use Policy Council have agreed to undertake a significant body of work to canvass the current and future information needs of the library community and provide a broad and inclusive set of perspectives and experiences.

Emergency Response Planning in College Libraries
ACRL announces the publication of a new title, Emergency Response Planning in College Libraries, number 40 in the ACRL CLIP Notes series. Compiled by Marcia Thomas and Anke Voss, and edited by Thomas, Emergency Response Planning in College Libraries provides information on disaster and emergency response planning and management to assist librarians in the creation and updates of emergency response plans.
The title updates Emergency Planning and Management in College Libraries (CLIP Note #17) with responses to a revised survey and the compilation of newer plans and policies that reflect recent events such as Hurricane Katrina and Sept. 11. Included documents contain procedures for coping with a wide range of potential emergencies, from power failures to armed intruders, and a bibliography points to articles, books and professionally developed Web sites containing extensive documentation on current best practices.

CrossRef Collaborates with SAGE, OUP, CLOCKSS and Portico to Light Up Archive for Discontinued Journal Articles
CrossRef has collaborated with archiving organizations and publishers to ensure that several journals that have ceased publication remain linkable with the CrossRef DOIs (Digital Object Identifiers) originally assigned to the articles. The titles include Auto/Biography and Graft from SAGE and Brief Treatment and Crisis Intervention from Oxford University Press (OUP). All three titles are now available through both CLOCKSS and Portico.

Public Engagement, SPEC Kit 312, Published by ARL
The Association of Research Libraries (ARL) has published Public Engagement, SPEC Kit 312, which explores the ways in which traditional "outreach" programs in academic libraries are evolving to address the emergent concept of "public engagement" at the institutional level and the degree to which the library is integrated into campus-level efforts to promote public engagement.
This SPEC Kit includes documentation from respondents in the form of mission statements, descriptions of library engagement programs, examples of awards program, scholarship of engagement information, and job descriptions.

Europe's Digital Library doubles in size but also shows EU's lack of common web copyright solution
4.6 million digitised books, maps, photographs, film clips and newspapers can now be accessed by internet users on Europeana, Europe's multilingual digital library (www.europeana.eu). The collection of Europeana has more than doubled since it was launched in November 2008 ( IP/08/1747 ). Today the European Commission, in a policy document declared as its target to bring the number of digitised objects to 10 million by 2010. The Commission also opened a public debate on the future challenges for book digitisation in Europe: the potential of the public and private sector to team up and the need to reform Europe's too fragmented copyright framework.

Blackwell Partners with Ingram Digital to Distribute e-Books to the Academic Library Community
An agreement was announced today between Blackwell and Ingram Digital, giving Blackwell e-book distribution rights to libraries around the world via Ingram’s MyiLibrary® platform, with the exception of the United Kingdom and Canada. The agreement will allow Blackwell Digital Services customers to discover and order MyiLibrary e-books via Collection Manager, the Blackwell interface.
MyiLibrary is a sophisticated platform of aggregated e-book content from the world’s leading commercial publishers. It currently hosts over 185,000 e-books and is used by hundreds of academic, public and professional libraries around the world.
Blackwell’s Collection Manager has just been released in a new version, providing sophisticated faceted search capabilities using the Endeca search engine. FRBRized organization of searched titles will allow libraries to see metadata for both print and electronic versions of books, including those available from the MyiLibrary platform. Identified orders can then be ordered directly through Collection Manager, or from the library’s order system, based on data downloaded from Collection Manager. Assistance in answering licensing and platform questions will be available from experts within Blackwell’s Digital Services Department.

The Elsevier Foundation is accepting new grant proposals for its 2009 Innovative Libraries in Developing Countries and New Scholars programs through August 1st. Sponsored by Elsevier, a leading global publisher of scientific, technical and medical information, the grants for the two programs will be awarded in December 2009 and provide one, two and three year awards between US$5,000 to US$50,000 per year.

The workshop will take place on August 7, 2009, at the Tiviloi Turnhalle on the Auraria Campus in Denver from 10 a.m. – 3:30 p.m. Onsite check-in will begin at 9 a.m.
